The Local Strategic Planning Statement City Plan 2036 (LSPS) sets out a 20-year land use planning vision for the City for the 2016-2036 period. It came into effect on 31 March 2020.

It balances the need for housing and economic growth, while also protecting and enhancing housing diversity, heritage and local character and aims to protect the City’s environmental assets and improve the health and liveability of the City. 

The LSPS has direct links to the State’ Government’s Metropolitan and District Plans (2018) as well as to Council's key local land use plans including planning instruments and land use strategies (Local Housing Strategy and Employment Land Strategies) as illustrated below.

The LSPS contains 16 planning priorities which sit under the following four themes:

  1. Local Planning Priorities
  2. Liveability Planning Priorities
  3. Productivity Planning Priorities
  4. Sustainability Planning Priorities

These are supported by policy directions and actions, the actions of which are short-term (0-2 years), medium-term (2-4 years) or long-term (5 years+) to guide future changes to the City’s land use planning controls.

The LSPS was exhibited concurrently with the LHS, ELS and the Community Infrastructure Strategy with the feedback informing the final LSPS vision. A Community Engagement Report details the feedback received during the exhibition period and how it was considered.

Council’s engagement platform contains additional information including the FAQs and some of the key feedback data received on the LSPS.

The LSPS is required to be reviewed comprehensively at least every seven years.
