Local Housing Strategy

The City’s Local Housing Strategy (2020) (LHS) is the City’s direction on housing growth up to the year 2036. It manages Council’s growth over the 2016-2036 period and is consistent (as required) with the strategic priorities for housing within the State Government’s Central City District Plan (2016). It also informs the housing vision in the City’s Local Strategic Planning Statement (LSPS) – City Plan 2036.

The LHS forecasts significant housing growth, most of which will made up of high-density residential (apartment) development. This growth will occur predominantly within the City’s growth precincts which are being led by either the City or by NSW Government, depending on the precinct. Importantly, the LHS sequences this growth based on delivery of key dependencies and infrastructure.

Note - the LHS’s dwelling projections do not factor in State Government housing reform since 2021 which have occurred via amendments to various State Environmental Planning Policies. The major reforms are as follows:

  • Permitting build-to-rent development in the E2 Commercial Centre zone in the Parramatta City Centre – effective on 12 February 2021; 
  • Providing developers with a bonus floor space ratio and building height of up to 30% where a proposal dedicates a minimum of 15% of the gross floor area (GFA) as affordable housing – effective on 14 December 2023; and
  • Enabling dual occupancies and semi-detached dwellings in the R2 Low Density zone as part of Stage 1 of the State Government’s reform on low and mid-rise development – effective on 1 July 2024. 

The growth from this reform constitutes net growth which is beyond what the LHS forecasted.

 

Planning proposals must demonstrate consistency with the LHS consistent with the Section 9.1 Directions.
