Local environmental plans

Local environmental plans (LEPs) provide the framework for planning in the City.

Council have undertaken work to prepare a new consolidated local environmental plan covering the whole Council area. You can find out more about this work here

This work was finalised by the Department of Planning and Environment on 2 March 2023, with the Parramatta Local Environmental Plan 2023 coming into effect on the same day. To view the plan, head to the NSW Legislation website.
 

 

Digital Mapping: Parramatta Local Environmental Plan 2023

 

Parramatta Local Environmental Plan 2023 (PLEP 2023) adopted digital mapping from its commencement on 2 March 2023. There are no PDF map tiles for the local environmental plan.

Digital mapping is hosted by the Department of Planning Housing and Infrastructure (DPHI) on the NSW Planning Portal, which is the official repository of the planning spatial data. Council does not host any mapping services for PLEP 2023; and users are instructed to refer to the NSW Planning Portal for both the current and point-in-time versions of the digital maps.

The planning portal provides two interactive apps to view PLEP 2023 spatial data at the following links:

As at March 2024 (the time of writing this content), features between the apps are different, and are summarised below:

The Digital EPI viewer is linked from the PLEP 2023 written instrument hosted on the NSW Legislation Website and is the legal version of the digital mapping for PLEP 2023. These maps are relied on when making planning decisions. However, the simplest way to access current zoning information is via the NSW Planning Spatial Viewer: NSW Planning Portal Spatial Viewer

A guide to using the Spatial Viewer is provided in the Spatial Viewer app, which can be accessed through the menu on that site.
 

State Government Zoning Reform

 

Employment Zones reform

The State Government’s Employment Zones Reform has resulted in further changes to the standard instrument. As of 26 April 2023, references to former Business (B) and Industrial (IN) zones have been replaced by new employment zones. City of Parramatta Council will be one of the first Council areas to implement the new zones upon commencement of the new LEP on 2 March 2023.

Environment Zones are now Conservation Zones

As of 1 December 2021, a reference to an Environment Protection zone E1, E2, E3 or E4 in a document should be taken to be a reference to a Conservation zone C1, C2, C3 or C4.
