Local Environmental Plan

The Parramatta Local Environmental Plan 2023 (Parramatta LEP 2023) provides the statutory framework for planning in the City of Parramatta.

An LEP guides planning decisions through zoning and development controls. They provide a local framework for the way land can be developed and used. LEPs are the primary statutory planning tool to determine what type and size of development is delivered across a Local Government Area.

An LEP includes (but not limited to):

  • Land use zoning
  • Maximum height of buildings (HOB)
  • Floor space ratio (FSR)
  • Heritage items or Heritage Conservation Areas
  • Environmentally sensitive areas

The Parramatta LEP 2023 is supported by the Parramatta Development Control Plan 2023.

The Parramatta LEP 2023 covers the entire City and was informed by harmonisation land-use planning work to consolidate the multiple LEPs that applied to the City following the 2016 Council boundary changes.

Digital Mapping

The Parramatta LEP 2023 is supported by digital mapping, replacing PDF map tiles associated with the legacy LEPs.

Digital mapping is hosted by the Department of Planning, Housing and Infrastructure (DPHI) on the NSW Planning Portal, which is the official repository of the planning spatial data.

Council does not host any mapping services for the Parramatta LEP 2023, and users are instructed to refer to the NSW Planning Portal for both the current and point-in-time versions of the digital maps.

The Digital EPI viewer is linked from the Parramatta LEP 2023 written instrument hosted on the NSW Legislation Website and is the legal version of the digital mapping for the Parramatta LEP 2023.

These maps are relied on when making planning decisions. However, the simplest way to access current zoning information is via the NSW Planning Portal Spatial Viewer.
