City of Parramatta Council is proposing to install a series of turn restrictions between 2:30pm and 4pm on school days in Hilar Avenue and Karingal Avenue, Carlingford. The details of the proposed restrictions are as follows:
- A ‘No Right Turn 2:30pm to 4:00pm School Days’ restriction and ‘No Left Turn 2:30pm to 4:00pm School Days’ restriction from Hilar Avenue into Muruba Avenue (view sketch plan here).
- A ‘No Right Turn 2:30pm to 4:00pm School Days’ restriction and ‘No Left Turn 2:30pm to 4:00pm School Days’ restriction from Karingal Avenue into Hilar Avenue (view sketch plan here).
Hilar Avenue and Muruba Avenue are narrow residential streets with a carriageway width of approximately 7.8 meters. When cars are parked on both sides of the street, the carriageway is reduced to only one lane for traffic, which can cause congestion during the afternoon school peak period. The proposed turn restrictions as detailed above, are designed to encourage traffic flow in one direction only, thereby reducing conflicting movements.
In addition to the above, Council is proposing to extend the existing ‘No Parking 2:30pm-4pm School Days’ restriction on the south side of Hilar Avenue by approximately 85m. The purpose for this is to provide a larger designated kiss and ride area to increase the efficiency of the school pick up process in the afternoon peak.
Council is consulting with the community and is inviting written submissions from residents, businesses and relevant authorities. Submissions must be provided to Council by Tuesday 21 May 2024 by any of the following methods:
