Planning Proposal and Draft DCP for Land at Cnr Parramatta Rd, Good St & Cowper St, Granville

The City of Parramatta is exhibiting a Planning Proposal and a Draft Development Control Plan (DCP) for the land on the corner of Parramatta Road, Good Street, and Cowper Street, Granville.          

What is it?    

Planning Proposal

The Planning Proposal seeks the following amendments to the Parramatta Local Environmental Plan 2011:

  • Rezone the land from part B2 Local Centre and part B6 Enterprise Corridor to B4 Mixed Use.
  • Change the maximum Height of Building control from 15m and 21m to part 82m (25 storeys) and part 17m (4 storeys).
  • Increase the maximum Floor Space Ratio control from 2:1, 3:1 and 3.5:1 to 6:1
  • Introduce a Design Excellence Clause to require the site to undertake a Design Excellence Competition (with no height and/or FSR bonus to be awarded).
  • Introduce a Site Specific Clause requiring the provision of a maximum of 4,000m2 of non-residential floorspace.
Draft Development Control Plan

The Draft DCP has been prepared to align with the vision and objectives of the Draft Parramatta Road Urban Transformation Strategy and its accompanying Urban Design Guidelines. The Draft DCP will help guide development on the site.

Exhibition dates and locations

The Planning Proposal and Draft DCP will be on public exhibition from Wednesday 5 October to Friday 4 November 2016 and can be inspected in the following ways:

  • Visit City of Parramatta Council Administration Building, Ground Floor, 126 Church Street, Parramatta: Monday – Friday 8.30am to 4.30pm.
  • Visit Parramatta Central Library 1-3 Fitzwilliam Street, Parramatta:Monday – Friday 9.30am to 8pm;Saturday 9.30am to 4pm;Sunday 2.00pm to 5.00pm.
  • Visit Granville Library 8 Carlton Street, Granville: Monday & Thursday 10:00am-8:00pm; Tuesday, Wednesday & Friday 10:00am-5:30pm; Saturday 9:30am-12:00pm. Exhibition material will be available between Wednesday 5 October 2016 to Friday 14 October 2016, and Monday 24 October 2016 to Friday 4 November 2016 (library shut for renovations between Friday 14 October & Monday 24 October 2016).

Submissions

Written comments on the Planning Proposal and Draft DCP are welcome. All submissions received by Council will be considered before final decisions are made. Any submission received may be made publicly available and may include the name(s), address, signature and contact details provided.

All submissions are to be received by 4:30PM Friday 4 November 2016.

Additional Information

Council is in the process of negotiating a Voluntary Planning Agreement (VPA) associated with this Planning Proposal to ensure the proposal delivers sufficient public benefit. This VPA will be subject to a separate exhibition process once endorsed by Council.
