Hoardings and Tower Cranes

Before hoardings and scaffolding can be erected on a public road and/or footpath, you must obtain approval from the Council.

To hoist over or above a public road, which includes the roadway, pedestrian footpaths and cycleways, approval is required under section 68 of the Local Government Act and section 138 of the Roads Act. This includes using mobile equipment that is placed on a public road and site-installed equipment such as tower cranes.

The regulation and control of hoardings/tower cranes is covered under the City of Parramatta Council’s Hoarding and Tower Crane Policy 2017.

There may be fees and/or bonds payable.  As your Council is the owner of public streets, a footpath/roadway occupation fee is charged to place a temporary structure on a public road/footpath. The fees vary depending on the hoarding type, its location and whether sheds will be placed on the hoarding deck. Fees are calculated based on the length of the hoarding along a property or building frontage.

Some hoardings, mainly Type B, also require payment of a performance bond to cover damage to City property, such as footpath surfaces, street trees and other City requirements.

Examples of Hoardings

Type A hoardings generally consist of a 2m high ply-sheet fence attached to a supporting timber or steel frame.

Type B hoardings are a more substantial structure that spans a footpath or roadway and affords overhead protection to the public.

Scaffolding on a public road (footpath and/or roadway) must be protected at street level by a Type A hoarding fence, which is often attached to the scaffolding frame.  If the footpath is narrow and scaffolding needs be placed partly on the roadway or cannot be set back at least 300mm from the kerb, barriers must be provided to protect the temporary structure from vehicle impacts. Alternative pedestrian pathways past the work site must also be provided, which are appropriate and approved  – including endorsement by the City of Parramatta Council's Traffic Operations Unit.
