Depending on your zoning fences can be consider exempt development.
For certain residential zones fences are considered exempt if they meet the development standards set within Subdivision 17 of the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008. This relates to boundary fences and also front fences.
For business and industrial zones fences are considered exempt if they meet the development standards set within Subdivision 19.
Fences for swimming pools must comply with the Swimming Pools Act 1992.
