ABOUT THE COUNCIL:

The City of Parramatta Council is located 24 kilometres west of the Sydney CBD and provides a range of goods and services within a local government area (LGA) encompassing some 84 square kilometres and comprises a population of approximately 260,296 people from a range of diverse cultures, lifestyles and experiences.

ABOUT THE TENDER:  

City of Parramatta Council is seeking to install and maintain an automated control system to manage access, wayfinding, and revenue collection at its three (3) multi-level car parks (MLCPs); Parramatta Station MLCP, Eat Street MLCP, and Justice Precinct MLCP.

These carparks provide just over 2,200 paid parking spaces, with approximately 30,000 vehicles utilising them each day.

Council’s MLCPs are beyond their useful service life and provide a customer and community experience that is below contemporary expectations. 

The preferred system will feature:

  • Ticketless and cashless operation with License Plate Recognition (LPR) as primary identifier
  • Card payment at exit and automatic payment machines (APS) 
  • Contract parker payment portal and integration into Easy Park for transient parker payments
  • Level entry/exit occupancy signage and level decision signage
  • Electronic entry dynamic rate boards and occupancy scoreboard
  • Remote security monitoring without the need to correct plates
  • Data export and integrations to support the City’s integrated smart parking strategies.

TENDER BRIEFING/SITE INSPECTION:

A mandatory briefing and site inspection will be held at 10:00am, Wednesday 17 May 2023. 

The briefing will commence at Council Offices at 126 Church Street, Parramatta followed by site walks to all three of Council’s MLCP’s. It is anticipated to run for approximately three hours. We will be walking between the three locations.

Tenderers are required to submit the names of attendees to the Procurement Officer (tenders@cityofparramatta.nsw.gov.au) by the 12 May 2023.  Further details and safety requirements will then be provided.
